Prod keys are the decryption keys stored in the prod.keys file. A Nintendo Switch emulator reads them before it can open any encrypted game, which is why nothing loads without them.

For most current games, yes. Keys decrypt the game, firmware satisfies its system version check. If a game decrypts and then asks for an update, the firmware is what is missing.

Almost always the file is not where the emulator looks: a hidden .txt extension, a keys folder that was never created, or, on Android, app storage the emulator cannot reach from a file manager.

The file itself is inert text and cannot execute. Risk comes from the page around it — an installer executable, a password-protected archive or bundled extras are the things to refuse.
